[ct-user] FIX_MINE Utility

Hi,

	It appears that the FIX_MINE Utility does not work properly with the new 
Version 10 .BIN files.  It runs OK and writes a new file, but it doesn't do 
the job it is supposed to.

	Not a big deal to fix the LOG in Cabrillo, but the statistics are off.
