CT DOS not working with new rac.dat and official.rac

BOTH show NL as NS. 
ALT-Z only toggles the Prov. Window ON, but will not toggle it off.
ALT-M toggles the Prov. Window ON/OFF
ALT-M toggles OFF the Prov. Window toggled ON by ALT-Z

Not CTWIN. Was using CTDOS 6/29/04 20:01PM !!!
Just downloaded CTDOS 6/30/04 7:37AM Still not working right

Just tried:
VO1AA, NL = Displayed as NS on Map 
VE7RAC, BC = Not Displayed on Map 
VE1YX, PE =  Not Displayed on Map
