I'll fix this today or tomorrow. I "upgraded" my DOS compiler from the 1996 
version to a 2004 version, which undoubtedly changed the way it handles time 
and timezones. The Windows compiler from Microsoft didn't change and probably 
didn't break anything. If you need to use SETTIME, use CT/WIN.

The decision to upgrade the DOS compiler was not made lightly, as I know the 
kind of troubles it can cause. The cardinal rule for software stability is to 
only fix bugs, never add features, and never upgrade your tools. On the other 
hand, there is constant demand for new contests, radios and other features. I 
made the decision to upgrade because the 1994 technology compiler limits the 
things I can do and the ways I can do it. For me it was upgrade, or drop 
development on  CT/DOS and only push on with CT/WIN.
