If that's the case, it shouldn't be much work to edit a few initial lines to
conform to ver 3.

Short answer, No. CT has been out of development for several years.
CQWW will still accept Cabrillo 2 format. If there is some problem
with the submission, you'll find out when you get your acknowledgement
from the robot.
