Rob,

The different files are needed because CQP multipliers are different for 
CA and non-CA stations.  The particular file NA uses is selected in the 
Contest Rules Template (.CRT) file for the contest being operated.  In 
this case, CALQSO1.CRT is the template for CA stations while CALQSO2.CRT 
is for non-CA stations.

Multipliers for non-CA stations are CA counties. These are listed in 
CALCTY.MLT.

Multipliers for CA stations are States/Provinces.  These are listed in 
CALQSO.MLT.  However, when a CA station works another CA station, and 
their on-th-air exchange is their county, it counts as CA, not the 
county.  The log must show the county, but it counts as the state (CA).

This is where the CALQSO.ALI file comes in.  (The "ALI" refers to 
"alias".)  When a CA station logs another CA station, the county 
abbreviation is not on the multiplier list.  NA then searches 
CALQSO.ALI, finds the county abbreviation aliased to CA, which *IS* on 
the multiplier list, and scores the QSO as CA.

We do the same thing for FLQP.
