I suspect you're doing something wrong :-(

In the 10M contest for DX stations needing to show their QSO number in the sent 
exchange field, they need to put a # symbol in the location field on the 
"Information Sheet".  You may ask "why?". W/VE stations put their 
state/province in this field - it's part of the "sent" information.

I suspect this will work for RAC as well.  I've never had problems submitting 
RAC logs in the past...
