Jim, you have been overwhelmed with "aid" on this problem, but one more
thought:
When the noise is present, check to see if you can see any evidence of
it on any of your TV receivers that are on outside antennas. If you can,
it is a sure bet that it is interfering with other neighbors' sets as
well.
Another reason to get the power company involved is so that they can
ensure that none of their equipment is causing widespread TV noise, and
also to present a little formal muscle to demonstrate to the offending
neighbor that he is not just playing games with you alone.
