I had a similar problem, turned out to be the old wire that brought both
lines
down the wall. The wire had two twisted pairs in one jacket, but there
wasn't enough twists in the pairs. I went to radio-shack and got some
multi-pair wire specifically labeled for multiple phone lines and it cured
the problem.
