We really can't filter noise that is on the same frequency as the desired
signal, except at the noise source or someplace between the source and the
point of ingress into the receiving system.

Did you use a balun on the quad? Perhaps the feedline is contributing to
noise ingress through common mode coupling. After all, that is a balanced
element and an unbalanced feedline.

Otherwise maybe it is all radiated from something arcing near the antenna,
like a nearby power line. If it is radiation coupling directly into the
antenna elements, you have no choice but moving the antenna or removing the
noise source.

A noise canceller might work, like the MFJ1025, but it would require a sense
antenna and careful adjustment.
