VHF noise can be easier to pinpoint, because the strongest radiation tends
to be from wires much closer to the source. Driving/walking around with a
talkie or mobile VHF rig MIGHT help you zero in on the source -- IF that
source has enough of a VHF component. Or it might lead you to a different
source that isn't bothering you. :)
