Like they have said, if it is truly a trickle charger, it will damage the
battery after some time.  If it is a maintenance charger, it will not damage
the battery.

Either way, you say you would be willing to put up with it turned off part
of the day.  Get him one of those timers and have him set it for three or
fours a day (of your choosing).  Problem gone.

You could show him what it is doing (handheld AM radio or AM mode of one of
the newer HTs) when you present the timer to him and ask for his
cooperation.
