It's not likely to be a Merc Vapor. However the HPS bulbs are extremely
common. This is a night time condition if the photo cell is good. If the
Photo cell is bad it will malfunction 24/7. Never daytime mode only. The
problem is the HPS bulb and it will react time wise to what the photo cell
allows. 
Most importantly:
Remember, there's no such a thing as never.

   Gary, your recordings sound exactly like the street lights here sound
when their bulbs go bad. 
They cycle on and off from lit to dark at intervals that vary with the
environment. 
I would look for either a high pressure sodium or mercury vapor light that
is cycling on and off.
I have been most successful finding them with a BCB radio tuned to a high
end blank spot and visually 
by driving around at night.
