one thing i can think of that  can   create   what seems like  a   
higher   background like noise  and  is  often   broad/spread  
spectrum...
is elevator motor controllers,  often  pwm devices,   naturally     
things  besides  elevators  that have  motors  or  even just   pwm   
devices   are notorious  for rf  pollution
