The operator of the exempted device shall be required to stop operating
the device upon a finding by the Commission or its representative that

In this instance, the manufacturer is not obliged, unless we want to call it
a "social contract." This section of the rule is clear such that the onus
to terminate operation (upon Commission finding) of an exempt appliance is
on the *operator* and not the manufacturer. Take note that the rule states,
"operator," and not "owner." Consider that in a landlord-tenant
interference case.
