In the UK, advancement in the Civil Service (of which the regulatory 
bodies are a part, of course) is by seniority (and, supposedly, also 
by competence). In the US, there is a revolving door between the 
regulatory bodies and the industries they are supposed to be 
regulating: is "Fred" going to want to be too hard on his old buddies 
at Make-a-Buck, Inc. -- especially if he thinks he might want to go 
back and work for them again sometime? 
 
Ours is similar.  The revolving door is between Government/regulatory 
agencies/politicians and industry
Those regulatory agencies are governmental agencies.  Unfortunately 
there is no waiting period between moving from one to the other, 
Moving between companies at many levels can be difficult because 
contracts often state that if you leave your present employer you can 
not work for another in the same field until X number of years have 
passed.  This is more for researchers and management.  These agreements 
are not industry wide, but are becoming increasingly popular.
