does that mean that every house is assumed to have a central alarm panel and 
monitoring service??

That is exactly why they don't allow batteries at the smoke detector, the
backup power algorithm is managed by the security panel which has its own
battery backup with appropriate loss of ac power and bad battery fault
indicators (audible alarms normally). The panel will send messages to the
central service provider on these conditions if they persist (via dial up
telephone and/or cell service text messages). Thus it doesn't depend on you
forgetting to replace the battery at the smoke detector and subsequently
dying in a fire. Ken K5RG
