I tracked one of these offending LED signs down to a furniture seller in
Fort Collins, Colorado, six or so years ago.  They were severely
interfering with one of our repeaters even at some 30 miles distant and
definitely out of compliance.  Our repeater group first sent a polite
letter documenting our findings to the installer.  Then another, then
another.  Well, the word went out ' ground the sign'- the usual 'fix'.  Of
course this did nothing.  So, we took it to FCC.  Three warning letters
from the local office in Denver didn't really get any action.  I do not
know what the fine was as it went back to the supplier of the sign AND the
installer, but the sign is now RF quiet.

I've found the lighting industry is apathetic of FCC rules regarding CE and
RE.  However, some are aware and wait to be caught.
