Many thanks for that link, that was statement I was looking for:
"This device complies with part 15 of the FCC Rules. Operation is
subject to the following two conditions: (1) This device may not cause
harmful interference, and (2) this device must accept any interference
received, including interference that may cause undesired operation."
Part (2) is exactly what I was talking about... I think because stoves
have been exempted from Part 15, the Part 15 notice is not there. Maybe
Ed can expand on this a bit more, as he is far more knowledgeable than I
in this sort of thing.
My hope is that somewhere the FCC has stated the part about accepting
interference for even non part 15 devices, I just can't locate it!
If I can locate that statement, then I just hand that off to the vendor,
and ask them to help the customer they sold the range to in front of the
customer.

complainant stated that GE has an RFI kit for the 110V volt version of
the stove, but not the 220V version of this device...

This
will help in getting prepared for the meeting with the vendor, and the
owners of the stove.
Having the vendor state that a close by ham may be causing the problem
has biased the owners completely, so education is in order, but that is
difficult in this sort of situation.
I have sent my KPA500 to Elecraft to get a compliance check in
preparation for a meeting with the vendor, and the owners of the
affected stove.
I am considering asking the vendor to pay for this once the amp is
proven good... But that will happen after the RFI issue is solved.
