Have you studied Dave's material and mine? Two things we both recommend 
are 1) buy or borrow an inexpensive SDR and install one of the many 
freeware programs that lets your computer control it. 2) Set it to 
provide a waterfall covering the frequency range(s) where you hear 
noise, both to learn the character of the noise (electronic or power 
line), and WHEN it's present. Does it go on and off at any regular 
times?  The slides for my talks list several inexpensive SDR receivers 
that were available when I wrote it 3 years ago, and stuff like this has 
only gotten cheaper and better.
