The filter that was installed took care of the problem. I can now put a
portable radio tuned to 160M right on the ground above the buried wire and not
hear anything.

We have one at my house. A couple of toroids silenced it almost completely,
but I don’t have ground antennas. In my case the wall wart power supply for
the transmitter was 80% of the noise and the buried wire was 20%, but that
might not be the case for you.
Can you conveniently move your antenna away from it, even if it’s just 20’
instead of 10? Or make it so it’s not parallel, with a small zigzag? The next
suggestion would be to ask permission to install toroids on the fence. I used
snap on type 31 with 1/2” ID. I wrapped the wire through that as many times as
would fit and snapped it shut.
