Summary of Position
This position is responsible for performing wide range of technical duties in
support of ARRL objectives with respect to Electromagnetic Compatibility (EMC)
and radio-frequency interference (RFI) in the Amateur Radio Service. Assist
management in the planning of new EMC/RFI initiatives, programs and projects.
Major Duties and Responsibilities
* Work with ARRL members and Amateurs to find solutions to EMC/RFI problems.
* Maintain a database of member contact about specific EMC/RFI cases.
* Work with the FCC staff to facilitate FCC resolution of EMC/RFI cases.
* Create and maintain ARRL publications material related to EMC/RFI.
* Work with industry and standards development organizations to resolve and
prevent EMC/RFI problems.
* Identify devices that may have significant RFI potential, test and report
on their performance.
* Work with the ARRL Laboratory Manager to report problem devices to the
FCC and to support ARRL's overall EMC/RFI policy objectives.
* Serve as a member and staff liaison to the ARRL EMC Committee in addition
to servicing as a representative of Amateur Radio and ARRL on industry
committees.
* Participate in the administration of the ARRL Laboratory activities and
facilities.
* Travel to represent ARRL at conventions and technical symposia.
* Perform other duties as assigned.
Expectations

* Effective member contact regarding EMC/RFI problems including quantity,
quality and timeliness of contact.
* Appropriate selection of devices and accurate testing with well written
test reports on results.
* Accurate and timely maintenance of the EMC/RFI database.
* Evaluation of the accuracy and effectiveness of work done with various
FCC staff, and the appropriateness and effectiveness of industry contact and
representation on industry committees.
* Suitable, accurate and timely materials prepared for electronic and
printed publication.
* Appropriate, effective, and accurate contact with staff, committees, and
the FCC.
Knowledge and Skills
Experience
* One to three years of similar or related experience.
Education
* Bachelor's degree or professional certification equivalent, or (4)
achievement of a master level in a recognized skilled trade.
Interpersonal Skills
* Work involves much personal contact with others inside and/or outside the
organization for the purpose of first-level conflict resolution, building
relationships, and soliciting cooperation. Discussions involve a higher degree
of confidentiality and discretion, requiring diplomacy and tact in
communication.
Other Skills:
* Ability to communicate effectively tactfully and diplomatically both
orally and in writing.
* Experience in the EMC/RFI field, with emphasis on Amateur Radio.
* Amateur Radio license and operating experience.
* Familiar with the Amateur Radio applications of electronics and radio
technology including Amateur Radio operating techniques.
* Ability to develop technical programs and activities from broadly defined
needs and objectives.
* Ability to understand written and verbal technical material and
instructions.
* Ability to perform a wide range of technical tasks and concentrate on
specific tasks for indefinite periods.
* Sufficient technical creativity to develop technical programs and
activities in support of broadly defined objectives and to provide technical
direction to others.
* Working knowledge of MS office suite products.
* Ability to develop specific work solutions and plans from work
assignments.
Work Environment:
* Goal and deadline driven office in Newington, CT.
* Office and electronic laboratory workspace in addition to outdoor field
work as necessary.
* Electronic workbenches, electronic test equipment, hand tools, power
tools.
* Normal safety practices including safety goggles, laboratory coat and
hard hat as appropriate.
* Technical and physical ability to work safely with electronic circuits,
voltages, soldering equipment, hand tools, small power equipment and toxin and
caustic chemicals.
