It can't be harmonic if it's in 75 m. because there's no 1530 harmonic that falls in the ham band. Depending on how close your friends are to the tx site, the problem could be in their receiving setup. That's a problem here with modern solid state transceivers connected to untuned antennas due to the many 50 KW medium wave AMs nearby.
