My guess is that any agency is going to defer this back to FCC. There is one
difference between RF pollution and other pollution and that is that once the
source is stopped, RF pollution is instantly gone.
FCC has regulations to control RF pollution, so trying to get another agency to
write different regulations is not going to go anywhere, IMHO.
UL is not a regulatory agency, so they do not get involved even with ensuring
that devices comply with FCC Part 15 or related rules. They approve things
based solely on electrical safety.

Jim, you have a great idea. I'm sure if the RFI from all sources,
