Yes, whether outboard, or built into the fixture or the bulb. This is 
not conjecture, it is firmly established. I published a tutorial on RF 
noise noting that more than ten years ago. LEDs themselves are NOT 
generators of RF noise. It is always the associated electronics, usually 
modulating DC with a rectangular wave, which consists of an infinite 
string of harmonics, and that current is radiated by wiring that carries 
it. For several reasons related to how equipment is (poorly) built, that 
current (RF noise) is common mode.
