If your neighbor's system is from Generac, that's very bad news. Several
of my nearby neighbors have Enphase and AP Systems microinverter
systems, from which I've detected no RFI. The neighbor immediately next
door, 60 feet from my tower, as well as my own Enphase system, have
single-turn ferrite chokes on the wiring, but I don't know if that was
necessary.
As far as Part 15, there is that note: "...may not cause harmful
interference." Does that apply to devices which have no AC line
connections, and hence no conducted emissions limit?
