It makes for a good argument either way. I understand a station not
wanting to sign portable/call area.
However, if call area locations are going to be multipliers, then stations
should sign portable. A way around this would be to allow stations to sign
without being portable.
Take the example of 7L4IOU who is actually in JA1 land. The JARTS rules
take this into account. Here's their rule on CALL AREA definition:
""CALL AREA" is the last letter of the prefix.
Examples: JA1, 7K1 are counted as JA1 and JR4, 7L4 are counted as JA4."
That solves the whole issue. There is no need to actually sign portable.
