RE: [RTTY] RULES FOR SCC RTTY 2004 HAVE BEEN MODIFIED!

These mods seems to be carried away from EUHFC contest.  Band change idea is
to prevent advanced stations with multi-multi or SO2R capabilities from
excesive moving of multipliers and interleaved QSOs.  Frequency logging
seems to be intended to spot DX Cluster use which is not important with
unique "first year license" multipliers.  Unfortunately this kind of
thinking is dear to ex-communist countries.  Please note that changes
occured since I releived SCC RTTY Directorship.
