Folks usually hang around 28070 thru 28100, and spilling above that all
the way to 28120 when there is a lot of action.
28080 to 28090 is usually where the big guns slug it out.
Even when it is not busy, it is worth tuning above 28100 since (unless
the rules have since changed) Techs could not operate RTTY below 28100.
