[RTTY] RTTY Sprint -- 3 QSO Rule Question

Does the 3-QSO Rule apply only to the calling station (who
knows it has been at least 3 QSOs) or to both the calling
station and the station being called (who may or may not
have completed the required "intervening" contacts)?
