It's very simple.
1. If DE as a state name can be a required part of the contest exchange...
2. Then under NO CIRCUMSTANCES should DE be used as part of the exchange.
3. There are no exceptions.
Generally speaking, as mentioned earlier, DE is generally a waste of time
but preferences vary.

Here are some tips that will make everyone's weekend more fun.
To DE or not to DE. It depends, but mostly not. Almost all the time, who is
sending is clear from sequence and timing. DE usually adds nothing to a
contest exchange, and DE can be very confusing. For instance, W6SX 599 05 IN
DE w4xxx. Ditch the DE.
When responding to a CQ, it is generally a waste of time to send
W6SX DE w8xxx
Instead, just drop your call one, two, or three times depending on
conditions.

w8xxx 599 03 CA
W6SX 599 04 MI
TU W6SX CQ ...
