DX (non-PA) entrants should use the following responses when
using SDCHECK to create a PACC log. 

  Log Serial Sent:   Y                (DX entrants send a serial)
  Fixed Exchange :   leave blank      
  Log Serial Rcvd:   N                (no serial from PA stations)
