[SD-User] CQ160 Cabrillo

I just submitted my log for this weekend's CQ160 and it came back with 
an error:

"No value is found for CATEGORY-POWER: --  I was expecting HIGH or LOW 
or QRP, so I set it to the default value of HIGH."  

Is this  change in their Cabrillo spec as it has never done this 
before. I edited the log and added this line and it has now gone 
through correctly (as QRP).
