It's not in the manual - that's because you
have discovered something I didn't know :-)
The leading zero is needed only when you want
to change frequency and avoid any potential
clash with your .LST records.

The .LST feature works when there is an
exact match with the first "word" in the
callsign field - whether it is a
callsign or a membership number.  When
there is no match in the .LST file, SD
interprets a numeric "callsign" as a
frequency change instruction.

010118 does not give an exact match with
any record in your .LST file, but its
value is 10118 - hence the frequency change.

I've done some tests here, and the C and
S commands (on their own) are working as
expected to change the rig's mode - I'm
using the DXpedition template.
