Of course.  It was considered when we first started the kit line back
in 1994.  What stops us from doing it is the alignment required.  
Certainly a knowledgeable ham with good test equipment would be able
to do it.  Our goal with kits, though, was to make them buildable with
a minimum of know-how and tools.  A kit-Scout would have been outside
that scope and we decided against it.  It is unlikely we'll be offering
a kit version Scout in the future.

Ask and ye shall be answered.
