I have an elderly PM-3A I've been using for a while here. It works pretty
well on 40 meters (decent sensitivity, and about 5 watts output). On 20 meters
output is lower (about 2-3 watts) but rx sensitivity is down quite a bit
(maybe 10 dB poorer?)

Is this normal?

All of the controls and internal adjustments seem to be working normally, and
the rig is largely unmodified (except for an extra phone jack on the back for
receive audio).

I've made several QSOs on 40 and 20 so it is generally working, but I wish the
rx sensitivity was better on 20.

Any ideas?
