Thanks to Steve and Bob:

>From one's advice I got the correct .05" Allen wrench (1.70 at Sears) to
take the dial knob off , and I tried the "temporary" fix of a small shot
of WD-40, which worked just fine.  I'll save for another day the PTO
tear-down approach to getting the dial gooo in place ; CQC contest is
starting in an hour and there's no time today........

>From another's advice, the "string trick" worked swell to hold the dial
keeper spring open until back on the shaft. I'm back in biz with a
smooth dial, but never would have figured how to get that puppy back on,
by myself.
