Listening locally for chirp at a harmonic may be inconclusive because
the chirp (if there is one, I don't hear it on W1AW) could be strong
enough to reach the local receiver, but not be heard down the block. It
might take listening to a transmitter harmonic a couple blocks away.

In any case since its very early after the key closing it could be
removed by delaying the RF side of keying from key closure for a few
milliseconds.
