Hi Al,
On the kit wattmeter, you can readjust the 20W scale to 2W full scale, and it
is able to respond with a good scale indication to a 250 mw signal!

I wrote that modification, (re-calibration really), and a review of the kit
for QRP-ARCI Quarterly a few years back.  They may be able to sell you that
back issue. (October 1996).

But, the procedure is just to do the kit up to the point you would adjust the
pot for 20 Watts.  Instead, use a known 2 Watt source, and make that full
scale.
Simple, and seems accurate within the overall linearity of the meter.  You can
make the 20 Watt scale a 2 Watt, and the 200 watt scale, 20 watts.  There are
two scale pots for HF, and 2 for VHF-UHF coupler.

Hope that helps, it is the best buy in SWR/Power Meters at $49 for the kit.
