Most modern ham gear have series resistors in the headphone output. These
accomplish two things:

(1     When you plug a mono plug into a stereo jack, it prevents the
grounded barrell from shorting the audio to ground from the stereo contact.

(2     The resistors prevent "blasting" your ears in case you plug in LO-Z
phones, which might produce speaker-like volume into your ears. These
resistors can cause loss of volume under certain conditions with LO-Z, low
sensitivity phones, or low sensitivity phones in general.

You can try lowering the value of these resistors (4-ohms, minimum), or
simply try plugging your (mono!!) headphone plug into the SPEAKER output
jack on the rig.
