Could be in the audio amp since the meter is driven it. By "hear nothing" do
you mean no hiss when you crank up the volume? There's scads of things that
could be wrong JIm but the fact that it transmitts correctly eliminates a
lot. I've got one here I've been fixing up so let me know if you need any
paticular information. There are lots and lots of switching diodes that can
cause this too. That rig is one of the few not using a relay but uses diode
switching instead. They are subject to failure by nearby lightning.
