Which is not logical as even my Scout reduced power in the Tune position!

Don't quite understand your question.
However you set your output power with the menu and whatever that is set at
is what your tune will output.
I suspect you meant can the tune be set at a different level than the
normal
output, and the answer is NO, output and tune will always be the same as
the
setting you make on menu.
