This reminds me of something else:

Unlike synthesized radios, the Scout uses an LC permeability tuned VFO
(PTO).
The VFO coil is sensitive to magnetic fields. Placing a power supply too
close to the rig can cause FM modulation of the PTO by the power supply
transformer's magnetic field.

That's also a good point regarding grounding the negative side of the
Astron supply. Check the power supply output voltage while transmitting
to see if RF is causing it to fold back. Use a cheap analog meter: some
digital meters will give false readings in an RF field.
