[TenTec] 238 Tuner Question

I picked up a 238 tuner at a hamfest this weekend. It did not have the
external (extra) capcitor with it. There is a wire installed between the
ground terminal and the external capacitor connector on the back. Without
the manual I have no idea if this should be there or not? Can anyone advise?

I will order a manual and the missing parts but just wondering if this
normal?
