I hope this is not a case of the net thinks they own the frequency. This is
the one and only thing that irks me about nets. If that guy is there first
and doesnt want to move, the net needs to move elsewhere, despite the jerk
that he is. However if the net is there first, it's a different matter.

This is ONE individual.  Simply ignore him, or file a complaint on him if he
is asked to move during net, does not, and deliberately QRMs it.   FCC is
not tolerating these individuals any more, and Randy will send him a cease
and desist or else letter.  They got a couple more on this last week. After
not voluntarily complying with rules, they were sanctioned.
