[TenTec] Argo V 10 hz display

But the Argo V will only go to the nearest 10 hertz frequency.  So, if my
software sets the Argo V at 14.258122, the Argo V will actually go to
14.258120.  It really does not matter, but it is clear that 10 hertz is the
smallest frequency step the Argo V can move.
