My Scout does the same thing, but it is pretty faint, so I don't worry
about it too much. My guess is that it is caused by RF getting into the
audio stage and being rectified. Might even be affected by how the
wiring harnesses are dressed inside the rig. It probably be cured by
additional bypassing or shielding around the audio amp. Let us know how
Ten tec fixes it.
