Dan,
Before you get too far and replace parts that may not need it; try this:

Get some Triflow, an oil product that also contains Teflon in the form of
microscopic ball bearings.

Your drive is frozen because of congealed aged grease.   Flush that out with
Triflow, or in extreme cases, with an alcohol.   Then apply Triflow and see
if that cures the frozen state.

If the drive causes some FMing on the TT rig signal, then you may need to
regrease the PTO completely.  After flushing, check for play in the brass
bearings.  If still reasonably good; I regrease with Dow 44 Silicone high
temperature ball bearing grease.  It will not harden with age as the TT
original petroleum grease does.  May save you the cost of a rebuild kit, and
replacing the brass bushing bearing of the PTO shaft.
