John, please consult local sources as to depth of the water table in your
area before driving rods in a basement.  One cannot predict the ground
conditions for any area of the country without reference to local geology
and hydrology.  How far are you from a body of water?   Are you in a valley
or atop a hill?  And remember, water tables can follow contours up a hill as
well.

Several good alternatives have been presented.   Use your AC ground as
intended in basement, and rely on its outside rod for AC protection.  Keep
RF off your equipment cases by methods covered and the need for the extra
rod is removed.  Disconnect feeders and power when not in use.
