You can slide the clamp ring up the PTT bar to lock it in the "on" position and 
VOX will work fine.
As you say you will probably want to remember to turn it off.

     Good choice on the Jupiter. I have had mine for over two years
  and it's the only one other than the FT-817 that I use and I have
  about six from the TS-820S to the TS-830s.
     On the D-104: I have used the same D-104 (Un-amplified) on
  every rig I've had for 44 years and it has worked great on all of
  them. It workes great on the Jupiter also though it gives a
  little more highs due to somewhat of a mis-match, though this is
  correctable with the transmitt bandwidth and low frequency set.
  The amplified version should work just fine and match impedance's
  better, just keep the gain WAY down on the D-104. The best way to
  set this is to set the Jupiter mic gain to about 50% and then
  adjust the D-104 gain until the ALC light comes on.
     There is one problem I've seen with the second D-104
  (amplified)  that I have; and that is that VOX will not work. The
  amplified D-104 requires that the PTT bar be pressed to turn on
  the power to the amplifier. I guess it could be modified to leave
  power on all the time but then the battery wouldn't last long.
  You could also put an on/off switch on the D-104 and this would
  work as long as you remember to turn it off. The real old D-104's
  like mine from 1958 also don't work with VOX unless you rewire
  the switch like I did over 35 years ago. The newer ones I think
  can be changed on the terminal strips in the bottom. You can also
  go to this site and get a lot of good D-104 info.
