What mic are you using?  There is an internal mic gain pot you may try
adjusting to get the level set so that the software mic gain has some range
to work with.  I use a TenTec 705 mic and I find the adjustment of the
internal pot very critical. It seem that on one winding of the pot, there is
no mic signal at all even with the software gain at max and with the pot on
the next winding, there's too much gain even with the software gain at
minimum.

Probably the best advice is to put a piece of tape over the ALC led and
ignore it. Adjust the mic gain based on on the air reports.
